Caribbean Export Development Agency (Caribbean Export/the Agency) is the only regional trade and investment promotion organisation within the African, Caribbean and Pacific (ACP) States. The Agency was established in 1995 by an Inter-Governmental Agreement signed by the fifteen (15) Member States of the Caribbean Forum (CARIFORUM). Its Head Office is in Barbados with a Sub-Regional Office in the Dominican Republic and a Programme Office in Haiti.

The main objective of this short-term consultancy is to assist the Competitiveness and Export Promotion (CEP) Unit of Caribbean Export in 3 main areas:

  1. Export Development including capacity building and technical assistance to CARIFORUM SMEs and Business Support Organisations (BSOs).
  2. Export Promotion.
  3. Trade advocacy including technical leadership on implementation of trade agreements.

This support function reports to the Manager CEP and works closely with other business units.

Specific Activities

  1. Export Development and Capacity Building

Assist with providing support to the private sector within CARIFORUM through the development and implementation of a regional capacity building and advocacy program aimed at improving the competitive position of regional exporters in target markets.

Provide oversight of ProNET activities– a suite of capacity building modules as Caribbean Export continues to provide this assistance to CARIFORUM SMEs through BSOs:

  • ProNET workshops – plan and execute in consultation with Manager CEP, BSOs and module facilitators, in country workshops (travel and COVID-19 protocols permitting) and virtual training workshops where applicable.
  • ProNET consultancies – manage consultancy on the update of ProNET course content and recertification of current and certification of new ProNET facilitators.
  • Other capacity building and technical assistance activities.

2. Export Promotion

Assist with the development and implementation of Caribbean Export’s export promotion initiatives including coordination of international trade missions, market visits, study tours and trade fair participation under Caribbean Export’s international branded platforms.

Provide oversight of export promotion activities:

  • Oversight of Launch to Market SME coaching and market access programme.
  • Support to GIZ nutraceutical project led by Research and Market Intelligence Officer.
  • Other related activities as applicable.

3. Trade advocacy

Assist with managing international trade policy issues including the monitoring and identification of key trade issues, analysing those issues, selecting priorities and strategic response actions, and implementing relevant programs of action.

  • Assist Manager CEP on the development and execution of the CARIFORUM-UK EPA High level summit scheduled to take place in November 2021.
  • Provide oversight on Caribbean Export’s commissioned study on CARIFORUM-UK EPA trade related to above summit.
  • Other related activities as applicable.
